Program Overview
VDEM staff administer several grant and funding programs available to local governments. These funding opportunities are used to enhance overall preparedness and response capabilities for a full range of hazards.

To streamline funding to states and territories, FEMA and the Department of Homeland Security consolidated administration of three programs within the Grants Program Directorate: State Homeland Security Program, Citizen Corps, Law Enforcement Terrorism Prevention Program, Metropolitan Medical Response System, and the Urban Area Security Initiatives. VDEM's Homeland Security Grants Management Office works with federal, state and local officials to coordinate the grant application process and the administration of these programs.
Virginia also participates in three federal hazard mitigation funding programs, which help communities become more disaster resistant. The VDEM Recovery and Mitigation Division oversees the Hazard Mitigation Grant Program, Flood Mitigation Assistance and Pre-Disaster Mitigation, and related programs to include all hazards planning grants and the Community Assistance Program.
Emergency Management Performance Grants allow states to allocate funds according to risk vulnerabilities, addressing the most urgent state and local needs in disaster mitigation, preparedness, response and recovery. VDEM’s Local Support Services Division has oversight of these grants.
VDEM’s Technological Hazards Division oversees hazardous materials preparedness and response programs, which improve state and local governments’ ability to safely respond to hazardous materials events.
